HEIC to PDF: Convert iPhone Photos on Windows, Mac or Phone

You AirDrop or email a photo of a document from an iPhone, try to upload it to a government or university portal, and get “file type not supported”. The culprit is HEIC, the photo format iPhones have used by default since iOS 11 in 2017. It is efficient and high quality, but many websites and plenty of Windows PCs still cannot read it. Converting to PDF solves the problem on every platform, and on most of them it takes under a minute.
What is a HEIC file?
A HEIC file is a photo stored in the High Efficiency Image File Format (HEIF) and compressed with the HEVC video codec. It holds the same picture as a JPG in roughly half the space.
HEIF was defined by the MPEG group in 2015 and is not an Apple invention, though Apple made it mainstream. A HEIC file can also hold things a JPG cannot: 10-bit colour, a depth map from Portrait mode, and the frames of a Live Photo. On iPhone 7 and later, the camera saves HEIC unless you change a setting. Why upload forms reject HEIC
HEVC is covered by patents, so browsers and operating systems have been slow to include a decoder. Safari displays HEIC. Chrome, Edge and Firefox on Windows generally do not. Most upload forms check the file extension against a short list, typically JPG, PNG and PDF, and refuse anything else. PDF is the safest target because every portal that takes documents accepts it.
How do you convert HEIC to PDF on any device?
Open HEIC to PDF in a browser, choose the .heic files, arrange them and create the PDF. The decoder runs inside the page, so it works on a Windows PC with no extension installed, on a Chromebook, on Android and on the iPhone itself.
The photos are not uploaded. Decoding HEIC in a browser takes more work than reading a JPG, so expect a second or two per photo on a laptop and longer on an older phone. Images are prepared one at a time to keep memory use low.
- Open HEIC to PDF and choose one or more .heic or .heif files. JPG and PNG files can be mixed in.
- Put them in order if you are combining several pages, and rotate any that are sideways.
- Choose Fit, A4 or US Letter as the page size, then the orientation and margin.
- Create the PDF and download it.
Platform by platform
Each system has a built-in or nearly built-in route. They differ mainly in how much setup they need.
On a Mac
Select the HEIC files in Finder, right-click and choose Quick Actions > Create PDF. The files are combined in the order Finder sorts them, so rename them first if order matters. For a single image, open it in Preview and choose File > Export as PDF. If you need JPGs instead, Quick Actions > Convert Image lets you choose JPEG and a size. It can also strip metadata.
On Windows
Windows 10 and 11 can view HEIC after installing the free HEIF Image Extension from the Microsoft Store. Some PCs also need the HEVC Video Extensions, which Microsoft sells for a small fee. Once the Photos app opens the image, press Ctrl+P and choose Microsoft Print to PDF. That produces one PDF per print job and gives little control over scaling. For several photos, or on a work PC where the Store is blocked, the browser converter is simpler.
On the iPhone
If the photos are in your library, you rarely need to convert HEIC yourself. When you share photos through Mail or pick them in Safari's photo picker, iOS normally sends a JPG copy. To make a PDF, select the photos, tap Share > Print, then spread two fingers on the preview and save the PDF that opens to Files. HEIC files already in the Files app can be combined with Select > Create PDF.
On Android
Android has been able to display HEIF images since version 9, but support inside individual apps is uneven, and a HEIC received by email or chat often shows as an unknown file. Google Photos opens most of them. It does not export PDFs, so the browser converter is the practical route.

Should you convert HEIC to PDF or to JPG?
Choose PDF when a form asks for a document or when several photos belong together, such as the front and back of an ID card. Choose JPG when a website asks for an image, for example a profile picture or a passport photo.
There is a third case. If the recipient only needs to see the photo, for example a friend on Windows, JPG is kinder than PDF because it opens in any image viewer and can be dropped into a document. PDF is the better choice the moment the word “document”, “scan” or “proof” appears in the request.
PDF also gives consistent pages for printing. On a Mac, Quick Actions > Convert Image produces JPGs. On other devices, converting to PDF and then exporting the pages with PDF to JPG works when no other converter is to hand.
How do you stop an iPhone saving photos as HEIC?
Go to Settings > Camera > Formats and choose Most Compatible. New photos are then saved as JPG and new videos as H.264. Existing photos are not changed, and the new files take about twice the storage.
Think before switching. At roughly 2 MB per HEIC photo against 4 MB per JPG, a library of 10,000 photos differs by about 20 GB. On a 128 GB phone, or a 50 GB iCloud plan, that is significant. If uploads to forms are occasional, keeping HEIC and converting when needed costs less than doubling your storage use.
There is a middle way. Keep High Efficiency for storage, and go to Settings > Photos > Transfer to Mac or PC > Automatic. The iPhone then converts photos to JPG when they are copied to a computer by cable. AirDrop to a Mac and iCloud Photos still deliver the original HEIC.
What happens to the photo during conversion
The converter decodes each HEIC, applies its orientation, and embeds the picture in the PDF as a JPEG, because PDF has no native HEIC support. Pixel dimensions stay the same.
- File size: a 12-megapixel photo makes a page of several megabytes, larger than the HEIC it came from. Run the finished file through Compress PDF if a portal has a size limit.
- Live Photos convert as their still image only.
- Depth data and Portrait effects are not carried over. The PDF shows the photo as it normally appears.
- Location: HEIC files can contain GPS coordinates. The PDF embeds only the image, so that location data is dropped. To check what else a PDF says about you, use Remove PDF Metadata.
- Page size: with Fit, the page takes the shape of the photo, usually 4:3. With A4 or US Letter, the photo is scaled to fit inside the page and centred, never cropped. Choose a paper size for anything that will be printed or filed next to ordinary documents.
- Orientation: photos taken sideways rely on an orientation tag. If a page still comes out rotated, fix it with Rotate PDF.
Troubleshooting
The file will not decode
Some files with a .heic extension are not still photos. Image sequences and files exported by certain Android cameras use variants that browser decoders may not read. Open the file on the device that created it and export a JPG, then use JPG to PDF. The converter will not create a PDF while a failed image is in the list, so a page is never skipped without you knowing.
The tab reloads on a phone
Decoding large photos needs a lot of memory. Convert ten or so at a time, then join the parts with Merge PDF. Closing other tabs helps on phones with 3 or 4 GB of RAM.
The portal still rejects the PDF
The usual cause is size, not format. Check the limit on the upload page, compress the PDF, and keep the file name short and free of special characters.

Can Windows open HEIC files?
Not out of the box. Windows 10 and 11 need the free HEIF Image Extension from the Microsoft Store, and some PCs also need the paid HEVC Video Extensions. A browser-based converter avoids both, because it carries its own decoder.
Does converting HEIC to PDF lose quality?
Very little. The pixel dimensions stay the same. The image is re-encoded as a high-quality JPEG inside the PDF, because PDF cannot hold HEIC directly. The difference is not visible on document photos at normal zoom.
