How to Merge PDF Files on Windows, Mac and iPhone

Application packs, expense claims and rental paperwork all end the same way: a portal that accepts exactly one PDF. Apple devices can merge files with tools that are already installed. Windows and Android cannot, which is why so many people end up sending payslips to the first website a search returns. This guide covers the built-in route on each platform, the browser route for the rest, and the problems that show up after merging: wrong order, locked files, sideways pages and results too large to upload.
Which merge method should you use?
Use Finder or Preview on a Mac, the Files app on an iPhone or iPad, and a browser tool on Windows, Android and Chromebooks, because those systems have no built-in way to join PDFs. The table shows what each method can and cannot do.

How do you merge PDFs on a Mac?
Select the PDFs in Finder, right-click and choose Quick Actions > Create PDF. For control over individual pages, drag files into the thumbnail sidebar in Preview instead. Both tools ship with macOS and both work offline.
Finder Quick Actions (fastest)
Finder combines the files in the order they are sorted in the window, not the order you click them. Rename them with 1-, 2-, 3- prefixes and sort by name first. Then select them all, right-click and choose Quick Actions > Create PDF. A new file appears next to the originals, named after the first file. The originals are left alone. Apple documents the feature under Quick Actions in the Finder.
The same action accepts images. Select a mix of PDFs, JPGs and HEIC photos and the result is still one PDF, with each image on its own page.
Preview (page-level control)
Open the first PDF in Preview and choose View > Thumbnails. Drag the other PDFs from Finder into the sidebar, dropping them exactly where their pages should go. A line shows the insertion point. You can also drag single pages up and down, or select one and press Delete. Apple's own steps are in Combine PDFs in Preview.
Save with File > Export as PDF and give the file a new name. Plain Save writes the changes into the first document, which is rarely what you want when that document is the only copy of a signed contract.
How do you merge PDFs on an iPhone or iPad?
Put the PDFs in one folder in the Files app, select them and choose Create PDF from the three-dot menu. iOS builds one combined file in the same folder and leaves the originals untouched.
- Save each PDF to the same folder in Files, either On My iPhone or iCloud Drive. From Mail, tap and hold the attachment and choose Save to Files.
- Open the folder, tap the three-dot menu at the top and choose Select.
- Tap the files you want to combine.
- Tap the three-dot button at the bottom right and choose Create PDF.
Controlling the order in Files
Files does not always follow the order you tapped. It tends to combine files in the order the folder is sorted, which is by name unless you changed it. The reliable fix is the same as on the Mac: rename the files with 01-, 02-, 03- prefixes before merging. Tap and hold a file and choose Rename. Open the result and scroll through it before you send it.
Windows, Android and Chromebook: merge in the browser
Windows 10 and 11 include Microsoft Print to PDF, which can turn one document into a PDF but cannot join two. Edge opens PDFs and also has no merge command. Android and ChromeOS are in the same position. Merge PDF fills the gap without an install. The files are combined by the browser on your own device and are not uploaded.
- Open Merge PDF and choose all your files at once, or add more afterwards.
- Drag the rows into order. On a touch screen, the up and down arrows do the same job. Each file shows its first page so you can recognise it.
- Click Merge and download the combined PDF.
What the tool does to your pages
Merging copies every page as it is: text stays text, images keep their resolution, and page sizes are not changed. Nothing is re-rendered or recompressed, so there is no quality loss. A merged file is roughly the sum of its parts. An A4 page followed by a Letter page stays that way, which is what the PDF format described in ISO 32000-2 allows: every page carries its own dimensions.
Why does a merged PDF go wrong, and how do you fix it?
Most merge problems come from four causes: the files were in the wrong order, one file was locked, one page was scanned sideways, or the parts were large scans. Each one has a quick fix that does not require starting again.
Pages in the wrong order
Check the order of the files before merging. If a mistake slips through, open the result in Organize PDF and drag the pages into place. That is also the way to interleave pages, for example when the front sides and back sides of a double-sided document were scanned as two separate files.
A password-protected file will not merge
Every file has to be readable before its pages can be copied. Merge PDF marks a locked file and asks you to unlock it first. Open it in Unlock PDF, enter the password, save the unlocked copy and add that to the merge. The tool does not crack passwords. If you do not know the password, ask the sender for an unprotected copy.
A page is sideways or upside down
Fix it with Rotate PDF before or after merging. The rotation is written into the file, so it stays correct in every viewer and on paper, not only on your screen.
The merged file is too large
Merging does not compress. Ten scans of 4 MB each make a 40 MB file, and many portals stop at 10 MB. Run the result through Compress PDF. Scanned pages usually shrink a lot. Text documents exported from Word are already small and will not shrink much.
Form fields stop working
Interactive form fields do not combine reliably in any merge tool. Two forms with identically named fields can overwrite each other, and some viewers lose the fields altogether. If the forms are already filled in, run each one through Flatten PDF first. The answers become part of the page and merge like any other content.
Merging photos and documents together
Often one of the files is not a PDF: a photo of a receipt, a screenshot or an iPhone HEIC image. Convert those first with JPG to PDF or HEIC to PDF, then merge. Choose A4 or US Letter as the page size in the image converter so every page in the final document has the same dimensions. A pack that jumps between a full page and a tall, narrow screenshot page looks careless and prints badly.
Keeping large merges manageable
Merging happens in memory. Combining dozens of large scans on an older phone can be slow, and the browser tab may reload if it runs out of memory. If that happens, merge in smaller groups, for example five files at a time, and then merge the groups. On a laptop the same job usually takes seconds. Compressing very large scans first also helps: the merged file is smaller and faster to upload.
When merging is the wrong tool
Merging joins finished files. It does not rebuild a document.
- Bookmarks and tables of contents: pages, their annotations and links within a page are copied, but the bookmark outline of each source file is not carried into the merged file. A table of contents in one part knows nothing about the others. For a thesis or a manual, combine the source documents in Word and export once.
- Continuous page numbers: each part keeps its own printed numbers. Add a fresh set across the whole file with Add Page Numbers.
- Signed documents: a certificate-based digital signature covers one exact file. Once its pages are copied into a new document the signature no longer validates. Send digitally signed PDFs as separate attachments.
- Extracting rather than joining: if you only need pages 3 to 5 of one file, use Split PDF first, then merge the extract.

Can I merge PDF files without Adobe Acrobat?
Yes. A Mac can do it with Finder or Preview, an iPhone with the Files app, and any other device with a browser-based tool such as Merge PDF. None of these need an Acrobat subscription, an account or an installed program.
