How to Rotate a PDF and Save It Permanently

You rotate a sideways scan, close the file, open it again, and it is sideways again. Or it looks fine on your computer but arrives upside down for the person you sent it to. The reason is that PDF viewers have two different kinds of rotation, and only one of them is stored in the document. This guide explains the difference, gives the steps that make rotation stick on each device, and covers the cases where rotating is not the fix.
Why does a rotated PDF go back to sideways?
Because the viewer only rotated its display, not the file. Most readers have a Rotate View command that turns the page on your screen for the current session and writes nothing to the PDF.
This applies to View > Rotate View in Adobe Acrobat Reader and to the rotate button in the PDF viewers built into Chrome, Edge and Firefox. Close the tab and the rotation is gone. Send the file and the recipient sees the original orientation, because the file never changed.
Permanent rotation changes a value stored in the PDF. Every page carries an entry called Rotate, which tells viewers to show the page turned by 0, 90, 180 or 270 degrees clockwise. The PDF specification, ISO 32000-2, requires the value to be a multiple of 90. Once that value is saved, every viewer, printer and upload portal shows the page the right way up.

How do you rotate a PDF and save it permanently?
Use a tool that writes the rotation into the file and saves a new copy. Rotate PDF does this on any device, in the browser, without uploading the document.
- Open Rotate PDF and choose the file (up to 200 MB). All pages appear as thumbnails.
- To fix a whole scan, use the All pages buttons: left, right or 180°.
- To fix single pages, use the buttons under each thumbnail. Untouched pages stay exactly as they are.
- Check the preview. Thumbnails turn as you tap, and rotated pages are highlighted with their angle. Reset clears all changes.
- Press Rotate and download. The copy has “rotated” in its name, so the original is not replaced.
What happens inside the file
The tool reads each page's current Rotate value, adds your change and writes the new value back. A page already stored at 90 degrees and turned right once becomes 180. Page content is not redrawn. Text stays selectable and searchable, images are not recompressed, and the file size barely changes.
Checking that the rotation stuck
Open the downloaded copy in a different app from the one you normally use, for example Chrome instead of Acrobat. If the pages are upright there, the rotation is in the file. On a phone, the quickest test is to attach the PDF to a draft email and tap the attachment preview. A page that is still sideways in the preview was only rotated in a viewer.
Password-protected files
A protected PDF can be rotated when you know the password. Enter it when the file opens. The rotated copy is saved without a password, so run it through Protect PDF afterwards if it still has to be locked.
Built-in ways on Mac, iPhone, Windows and Android
Mac and iPhone can save rotation with built-in apps. Windows and Android cannot, except through printing, which damages the document.
Mac: Preview
In Preview, choose View > Thumbnails and select the pages to turn. Press Cmd+R to rotate right or Cmd+L to rotate left, or use the Tools menu. With no thumbnails selected, only the current page turns. Save with File > Save or Export as PDF. Preview writes real page rotation, so the change sticks. Confirm by closing and reopening the file.
iPhone and iPad: Files
Open the PDF in Files and show the page thumbnails by swiping in from the left edge. Touch and hold a page and choose Rotate Left or Rotate Right. Tap Done to save. This is permanent, but it works one page at a time. A 30-page scan where every page is sideways needs 30 rounds of touch, hold and tap. In the browser tool, rotating all pages is one tap.
Windows
Windows includes no way to save rotation. In Microsoft Edge you can rotate the view and then print to Microsoft Print to PDF, which bakes the orientation in. Printing also rebuilds the file: links, bookmarks and form fields are removed, and quality sometimes drops. Use Rotate PDF when the document should stay intact.
Android
The Google Drive viewer and most Android PDF readers follow the screen orientation and have no save option for rotation. Open Rotate PDF in Chrome instead. The buttons under each thumbnail are sized for touch, and the file stays on the phone.
Should you rotate all pages or only some?
Rotate all pages when the whole scan came out sideways, and single pages when only a few are wrong. The goal is that text reads correctly when the page is on screen, not that every page has the same shape.
Reports often contain a few landscape pages, such as wide tables or charts, among portrait pages. Those are usually correct as they are. Turning them to portrait would put their text sideways. When each page has the right rotation saved, most printers handle mixed orientation automatically and turn landscape pages to fit the sheet.
Why do scans come out sideways?
Scanners and scanning apps guess the orientation, and the guess fails in predictable situations.
- Phone flat over the paper: the orientation sensor cannot tell which way is up when the phone points straight down. Tilt the phone slightly towards you before capturing.
- Landscape documents shot with the phone upright: the app assumes portrait. The page is stored turned by 90 degrees.
- Sheet-fed office scanners: pages fed upside down come out rotated by 180 degrees. In a mixed stack, only some pages are affected.
- Exports from spreadsheets and slides: landscape pages inside a portrait document are correct, even if they look odd in a thumbnail strip.
When rotation is not the fix
Rotation works in steps of 90 degrees. Some problems that look like rotation need a different tool.
Slightly crooked pages
A page tilted by 2 or 3 degrees cannot be straightened with rotation, because the PDF format only allows multiples of 90. Rescan the page with the paper aligned. If a rescan is not possible, Crop PDF can hide a crooked edge. Cropping only sets the visible area. The hidden part of the page stays in the file.
Mirrored or upside-down text after rotating
If text is still upside down after one turn, the page needed 180 degrees, not 90. If text is mirrored, the scan itself was flipped, which happens with some transparency and film scanners. Rotation cannot fix a mirror image. Rescan with the setting corrected.
Pages that also need moving or deleting

- Rotation is lossless. It does not re-encode images or change text, so you can rotate as often as you like.
- Four turns of 90 degrees in the same direction bring a page back to where it started.
- Upload portals for visas, insurance claims and university applications often reject or delay sideways scans, because staff review them on screen. Fix the rotation before uploading.
- Rotating does not change the page order. Page 5 stays page 5, only turned.
- After rotating, text selection and search keep working, because the text layer turns with the page.
- Before converting pages to images with PDF to JPG, fix the rotation. Otherwise every image comes out sideways.
- A PDF with a certificate-based digital signature shows the signature as invalid after rotation is saved. Rotate before signing, not after.
